It is but he is a playmaker - you could argue will he be any good here, but after seeing him in the flesh live and also watching a few ATL games on TV, I think he may turn out to be a bargain.
Yeah, didn't the coca-cola kid score like 50 goals in a season? Top league that! 
Last season Almiron's teammate Martinez was the top scorer in the league (think BWP was 2nd behind him). A lot of that I think was due to Almiron.
I can see one problem with Almiron, he maybe a little light weight and seems to gas a lot. Watch a few games of his live and he doesn't last the whole game
Hopefully loan cover until the summer. Average player.

I wouldn't expect us to be signing a world beating RB for £15m+ at this stage, it's clear that Ralph sees Valery as his long term first choice and this guy looks like an experienced back up in the mould of Pied to me.
