I don't think they have a better squad. In terms of XIs, their keeper and centre midfield are better, while we best them with defence, attacking midfield and striker. Going into depth it's relatively even, both sides lack a good backup striker but have a few good squad players elsewhere, although nowhere near as many as the likes of City, or even Chelsea.
The starting point you mention is irrelevant when you consider the gap in quality between Utd and City, it's probably the furthest it's ever been in City's favour and while Pep is there and being bankrolled by Mansour, I don't see that changing, regardless of who manages Utd, whether that be Poch or someone else.

You can see the progress online as the spurs site has some time lapse cameras. I sometimes have a quick look because I quite like seeing construction projects unfold. Without meaning to sound big headed, it came as no great surprise that it wasn't ready for the original date.
