They should probably have a clause that states nobody can leave too, surely.

I don't think that would be possible, may be wrong though. Russia/Sweden/China off the top of my head have different windows to the 31st August deadline and I don't think any of them have that clause. So in theory the shortening of the window wouldn't make any difference to players being on strike etc if a foreign club is the one unsettling them (like Coutinho for example).

I think it *should* be possible. Whether anyone has the gumption to get it over the line is the question.

To be honest I was hoping they wouldn't do it, because letting other clubs do stupid things is good. But I guess it improves the situation for us as well. I imagine we can still sell abroad.
 
The way I had assumed it worked is that the PL can refuse to allow a player signed after a date from registering to play in the PL but it can't stop a player from registering to play in a different league so cant stop sales.

Unless fifa has a rule on it?

Thought a little more about it and the main concern I would say is that because the European window doesn't end for a few weeks after the PL they will be in no hurry to sell players knowing that the English deadline is earlier. Drive up the fee as the English side get desperate and have a couple of weeks left to buy players (potentially PL ones) after the English window closes
