Except the question is stupidly broad.
Which biomedical engineering, how big a breakthrough, which lab, where, between which countries?
You can't discuss ramifications on something so damn vague! You have to give an example like say: What are the ramifications of X breakthrough in Y research conducted in Sweden in their dealings with the UK?
