Far too young to be writing him off. Yes I would have like to see him more this season, but hope for more next.Most clubs at top of the league are. Demands are so high. Look at Grujic. Highly thought of, playing well, signed for £6m. Not played and bene injured and people think he's a waste of money.
If he'd moved to a mid table club, where less pressure, played more and done ok and being linked to club for £20m then people would be complaining we didn't buy him year before for less.
Everyone has got impatient when it comes to young players, expecting them to make an immediate impact and when they don't, often written off which puts big clubs off buying them and instead buying them a year or two later for double the price once they've proven themselves a bit more.
We could have bought Keita for a £10m fee and 50k per week last year but we didn't think he was worth it.

Could be possible. One of our main targets Julian Brandt might be more likely to pick Bayern over us, so I guess that frees up Costa.
