Most definitely. He also oversaw the period of the ground move, when they did reduce player investment to help cover the cost. However, I can understand why Gooners are now frustrated with him. I said at the start of last season, that they'd win the league if they bring in 2 or 3 top quality players, the money was there, so why didn't he do it? As it turns out they probably would have done (no offence) if he'd have improved the spine of that side.
You have to consider what they spend, and if that is down to Wenger, or the board. He hasn't spent nearly as much as United, Chelsea or City, probaby not even as much as 'pool or spuds either, yet every year makes it to the CL, whereas the others don't. He does seem to have a blind spot with pretty football over pragmatism, needs an Adams and a Viera, should've gone for Khedira a couple of seasons ago.

Arsenal need a handful of players with a bit of cynicism; some negativity to balance out all the grace and creativity. Wenger seems to think he can do without the dark side in his teams, and just play through all his opponents, but he can't. Fair play to him for sticking to his principles; but those principles won't win Arsenal another title.
Question, Let's say Arsene Wenger retires at the end of the season, would Arsenal be in a worse position than us when Sir Alex Ferguson retired.

Then we move on to the likes of: Sarri,Luis Enrique,Schmidt,Eddie Howe...there are optioms plenty and galore,we have to take the plunge now.
