The Black Cats have proposed an initial loan deal to the end of the season, with an obligation to complete a permanent transfer in the summer provided they win promotion this term.
The deal would be similar to the one that saw Enzo Le Fee move to Wearside from Italian side Roma earlier this month.
It has been suggested that Sunderland are willing to pay an up-front fee of £13m for Cannon in the event of promotion, with further commitments related to potential add-on clauses.
However, the Wearsiders are not the only club pushing hard to sign the striker. Sheffield United have also held detailed discussions with the Leicester board, and are also proposing a loan deal with an obligation to buy in the event of promotion in the summer. However, it has been suggested that the Blades have offered a lower initial fee than the one proposed by Sunderland.

The Blades are willing to pay a guaranteed £10 million plus £3 million in extras for the prolific Championship marksman.
Chris Wilder’s money men were forced to act fast after Sunderland reached the asking price in a package that also includes extras.
Cannon was officially recalled from loan at Stoke by Leicester before the deadline on Tuesday night.
And now Leicester are set to accept both offers and allow the player to discuss the move with the two clubs.
