Well, I think it's a Williams-Renault FW14 from 1991. Driver's helmet looks a but like Olivier Grouillard, but don't think its him as I seen no reason why Williams would want of their cars put in the barriers for them.

Al Unser Jr tested a 1991 Williams, but nothing more came of it.
Car and year's right, not the driver
Will have to wait for the others to jump in. Without clue's I can't think of any other drivers other than Hill and Blundell who were test drivers for Williams and its definitely not them.
Probably a weird and wonderful one-off test like Tracy's.

Lola-Ford, definitely Adelaide and i'd say 1987. Driver is not Alliot so I'll for Yannick Dalmas.
