I don't agree with his views, but the idea that he should have to conceal them is rather dodgy.They were damaging comments though, and given the context of his job and the culture he was in, they were cruel and unnecessary. Add to the fact that many disabled people actually hold the view that their disability has brought them more opportunities and life enrichment, the view that it is a punishment is particularly clumsy.
