I used to work as a chef many moons ago. I remember being asked to cook a steak 'blue' and the head chef telling me to just sear both sides on the griddle and send it. It's literally raw meat with browned edge.

You can't do blue steak and it be warm in the middle.
Rare, you can.
It should never be cold as you you should cook the ****er from room temperature, not from from the fridge.
I honestly don't see why anything other than rare is an option, it's perfect for all cuts. Maybe medium rare for a rump and sirloin.
Anything medium and above is sacrilege.
