I can't comment on the quality of refereeing tbh. I can quote offside goals for City and fouls not given, but then also quote handball not given prior to Livpl scoring and the dodgy free kick against Newcastle. That's not taking sides at all, just saying I've not counted who's been favoured more than the other.
Yeh you don't want to win it that way. But I do believe they can only buy so many players before it doesn't impact any more on how good they already are. What's far more important is how much more Liverpool can strengthen. As an outsider looking in, you need to add depth to the squad so that on any given day your 11 on the pitch can outdo City. Is there a problem with funding that at Liverpool? Not at all. Do you have a manager who will buy the right players, yes (unfortunately, he says through gritted teeth).
