If they had stayed consistent (take Salah out purely cause we are on the Liverpool board and I have made my opinion clear) it would have been the correct decision

a) exagerated falls i.e. Salah
b) instigating contact

and certainly b) is apparently perfectly fine outside of the box under the guise of protecting the ball i.e. Pogba yesterday just prior to the 1st ManU goal & no-one calls for retrospective action for a) since most are by defenders.
