From what I read, no I don't think so on this occasion. He only has 1yr left on his contract with Ajax, and Levy obviously feels that they're asking too much for a player who will be free in 1 yr.
Ajax want £10m, our opening offer is £7m - and he's got a year left on his contract. £8m sounds fair to everyone, right? As we're on transfer talk, why is it that Eden Hazard's comment that he will "definitely" to wearing blue next season means he will be joining Chelsea or man City? For all they know, it could be a massive transfer coup for Everton, or he could be joining any of a myriad of teams with blue in their kits: Inter, PSG, Napoli, Barca...Spurs. Heck, the ugly blue stripe around the sleeves of the new Arsenal kit gives them a chance!
I'd even give Cardiff a shout of their owners didn't want to change the colour of the playing strip and nickname of the club to suit the 'Far Eastern market'
Maybe he's changing his nationality and wants to represent Japan at the next World Cup? Come to think about it, how many teams have blue away strips that he would be wearing?
I don't really get this. He's definitely going to move, so we either buy him now for £8-9m or we don't get him at all. His contract's not going to get the chance to expire.

I think Spurs need him more than Arsenal to be honest. King, Gallas and Dawson are pretty injury prone. Kaboul has been really good, but CB is a position you definitely need to strengthen in. I think we do to, but Vermaelen, Koscielney and Mertesacker are quality CBs and an addition would be welcomed (imo - any top club needs four top quality CBs). Our problem has stemmed from our midfield leaving the back four too exposed, so hopefully (if/when) M'vila comes it should offer our defence more protection and allow our attacking MF players licence to do so without leaving huge gaps in the middle. As mentioned though, because of his contract situation it looks likely that Vertonghen is going to move this summer. I'd definitely have him at Arsenal (I think he'd be our 4th quality CB) and I think this transfer has definitely got a few twists yet.

Not sure about your logic or Maths! We have Kaboul, Dawson, Caulker to return from Swansea. Gallas and King probably have enough left in them to support and at the moment we also have Nelson in reserve - all three of whom will provide a valuable coaching resource. You have Vermaelen and Koscielney with Mertesacker in reserve, who frankly is no longer top quality. Certainly wouldn't turn down Vertonghen if a deal could be done, but on the basis of the above I would say your need is far greater than ours!!
