As you know nothing about it, can I suggest some reading up on why Ramsgate has not been used as a port, and also why the people of Ramsgate find the whole idea quite laughable.
If no money is spent unless on a results basis then no harm is done. If it works it works if it does not then no government loss. This is simply another remoaner red herring (caught in Ramsgate)!!
The contracts state that some of the money will be spent even if no ferry is ever found that can be used. Grayling says that the government would try to sell the space to transport companies that they have paid for if the state of emergency does not happen. Might be difficult to sell non-existent space. Looking at his record no one would be confident of him even delivering a pizza, let alone buying one. Still he will be bailed out by the companies within the EU who know how to run services.
I know nothing of the detail of this contract but I am sure no government minister or civil servant would enter into such a contract which if it goes pear shaped could lead to his resignation and a considerable amount of egg on his face. I have read that the civil service have been planning for a no deal Brexit for the last two years.

The highly influential ERG, most Tory party members, most Labour and SNP MPs will vote against May's poor deal. You should not be fooled by her desperate threat of no Brexit.
So the PM that you pay to support is desperate. It is little wonder when you see that the YouGov poll you quoted shows the sharp divide between those who wish to remain in the EU has grown yet again, while support for leaving is withering away. Some really good comments can be found today showing that in a typical referendum a general feeling at the time, will be changed when the actual details are known. My Swiss friend who lives here confirms this, and states that you do not get what people think they are voting for. You are getting what you wanted, or are you? I am afraid that all that has happened is that the Tory party has split the country for years to come in an attempt to keep power for as long as possible. The Labour Party could turn things around for their ratings simply by opposing Brexit. All the data confirms this.

Just how united is the Tory party. Certainly not the cabinet, certainly not the MPs. It would seem that it is only the small number of ageing party members who can agree on anything. As my son-in-law said while he was here, " I once would have supported the Tories, but never again. They are totally incompetent to run a whelk stall, and have only created chaos There is no one I can vote for anymore". This from the only member of my family who was conned into voting leave. It is sad to say that this opinion is coming across more and more, while people stuck in the past are frightened to death that if there were a second vote they would lose. Meanwhile cross party MPs are moving to prevent the government spending any money on a no-deal situation. Read back to the late 1980's and you will find similar chaos when the Tories were in power.
