I don't think he's losing control at all. He's taking ever greater control, using his power to override the long established laws of the world's leading democracy and taking away the freedoms and civil rights of anyone who might disagree with him.

If we see The National Guard successfully oppress the people, then I think we've witnessed the beginning of the end for American democracy.
The best (safest) outcome is that the California governor manages to settle things down and stand up for his people, becoming the leading Democratic hope in the process. Newsom is someone who can win the next election (if there is one).
