The City of London and the City of Westminster are parts of the Greater London administrative area that includes 30 or so independent metropolitan boroughs. So, similarly the City of Liverpool is a borough of Merseyside, along with several others including those mentioned by Donga. You could probably say the term Scouser is similar to Cockney in that it refers to those from a fairly small, defined area, but is used more generally for people in the vicinity.

Yeah, the slower, more precise accent was very different from the one I grew up with. When I first saw Michael Angelis on telly I hardly recognised his accent. It's a bit odd I suppose, as I went to senior school with lads from all over the area, but then there were probably a load of Wools in there as well so I didn't distinguish between a South Liverpool accent and them foreigners.
