Maybe, maybe not. Mourinho is a talented manager but has the emotional level of a 10 year old. If things go well for him they'll be a force to be reckoned with - if anything starts to go wrong he could well spit his dummy out and bring the whole thing down. He's their greatest asset if things are going well, but their biggest liability if they don't. The biggest problem for them will be all the massive egos elbowing each other in the ribs - it should be fun.
He's only just 23, and therefore nowhere near his peak as a CM player. He's got everything, and I think he'll take the league by storm. Agree on the other fella btw.
Big big big money like that should be spent on match winners though. Messi's, Suarez, Ronaldo, Neymar types who are guaranteed to score goals and a lot of them. Not just a midfield enforcer who only helps them out a bit. Don't get me wrong its a good signing, but there are better midfielders out there.
