Listening to Talksport. They are claiming Mustafi will be an Arsenal player by the end of the day. Personally terms all agreed just have to finalise the transfer fee - talks are currently taking place between the Clubs. According to Colin Murray "he is aggressive, not the tallest (which we know) but leaps well. Will walk into our starting 11 apparently". For signings on the way apparently.
I think Talksport have got their clubs confused if they think that Arsenal can conclude a transfer in one day!

Lol i was going to say the same. Arsenals problem has never been convincing the player to come, it's always been on agreeing the correct fee with the club and getting "Value"!

Doesn't the buying club need to agree a fee with the selling club before they can talk to the player and offer him a contract though? Or doesn't it work that way any more?
Not really, like with Man U and Pogba. All the buying club needs is the selling (owning?) club's permission to talk to the player so they can open negotiations - then they can decide whether to negotiate with the player 1st - as there's no point negotiating a transfer fee if the player doesn't actually want to come to your club, or negotiate with the club 1st, as there's no point offering a contract if the club don't want to sell (or don't want to sell anywhere near your valuation).
Nope, a club can ask another club if they are prepared to sell a player, if the answer is yes then permission can be given to talk to the player and see if he is willing to move. It's called an "agreement in principle", ask @Tobes
Sort of, but an outline agreement i.e. a ballpark price will have been agreed, it's the detail of the payment schedule etc and some haggling around add ons that'll be agreed once the player has agreed to the move.
