How FIFA TMS & ITC Work
- FIFA Transfer Matching System (TMS) is mandatory for any international transfer. Both the selling and buying clubs must enter the same transfer details. Once they match, the system issues an International Transfer Certificate (ITC), which officially makes the transfer legitimate.
- The fact that Puerta and Laalaoui are being paid wages by Hull—and were publicly announced as transfers—indicates that their moves were properly processed in TMS and that Hull received their ITCs. Without that, they couldn’t legally be employed by Hull.
- TMS registration is independent of EFL competition registration. The EFL can block a player from playing (as with the embargo preventing registration), but it does not affect FIFA-level registration or contract ownership.
- According to FIFA’s own guidelines, clubs under a registration ban (which is different from Hull’s embargo, but analogous in limitations) can still release or sell players via TMS. Only incoming transfers are restricted.

I dont think that Hull City paying their players wages means they were legally employed by us. We could have illegally employed them. We could just have been trying to be fair to the players.
EFL may not have thought of all scenarios.

On 3 July 2025, in accordance with EFL Regulations, a three-window Transfer Fee Restriction was imposed on Hull City Association Football Club for accruing 30 days of late payments in the 12-month period from 1 July 2024 to 30 June 2025.
The independent Club Financial Reporting Unit (CFRU) can now confirm that the independent Club Financial Review Panel (CFRP), following an appeal made by the Club, has determined that the appropriate sanction is for the Club to be subject to a three-window Fee Restriction, with one of those windows suspended.
The suspended window will be triggered in the event that the Club defaults by a further seven days on any payments under the remit of Regulation 52.6 before 1 July 2026.
The CFRP’s decision will be published in full in due course.

It does seem a rather draconian punishment for a relatively minor infringement.
If it was imposed on 3rd July, why were Puerta and Laalaa not automatically registered on 1st as soon as they were able to be?
I guess their rules have to be applied as they are written. It may well have been a technicality and an honest mistake that caused us to breach them but we clearly breached them all the same. Hopefully the minutes will get released and we will find out all the facts.

If we have ITCs for Puerta and Laalaoui then they are our players. The confusion arises when our local reporter is saying they are going back to their previous clubs because we can’t register them for EFL competitions. As a journalist, he should be looking into this and clarifying the situation. It’s just piss-poor journalism by him.
If we have ITCs for them then we can sell or loan them out if we wish.
I dare say Acun may have shared who we were going to sell him to and what fee so Leverkusen can now do that deal directly. Solves any issue, however the fact we may lose out on any profit on Puerta is far from ideal. Who knows if a player is outbound and may be Sergei likes him, we re-sign him on loan, wage limitations permitting? All ifs and buts! All in all its Puerta I feel sorry for who's been left in no mans land!
According to Baz in his Q&A yesterday afternoon, Puerta's deal never actually went through, so he's still a Leverkusen player. Though the option was triggered in April, the actual deal was due to go through on 1st July and as we were prevented from doing anything on that date, the deal didn't happen.
It looks like we've just wasted six weeks wages, but hopefully there's no other problem (though Baz did say he didn't know for sure if there may be any other financial penalty incurred).
if Puerta is still a Leverkusen player, why was he training with City earlier this month? Oli McBurnie said during one of his interviews, that he had been speaking to Puerta in Spanish.
If it didn't go through though, why were Leverkusen happy for their player and asset to be training with us rather than them?
There's more to this than Baz's word I imagine.
Presumably, because they were happy for us to continue paying his wages until we got the outcome of the appeal.
Baz could be way off the mark, but you'd expect he's getting some indications from the club.
