Three hours after the elite runners finished - so not far away from the time that he maximum number of fun runners and charity fundraisers would have either been going through the finish or hanging around with friends and family having just finished.
Totally outrageous, like has been said. The bombs were set off as the runners raising money for charities ran towards the finishing line after hours of endurance running.
Cowards.
