Yes, Starmer knows if he moves towards a business-orientated strategy like New Labour did, he could cause a split in Labour with the Corbynistas who are still there in large numbers. But if he doesn't, he will not be attractive to the electorate. He's too cautious to make a decision. It needs a bigger beast to do it
