It's actually quite an interesting set of proposals IF you remove the race angle ie if you can afford to at certain times in your life gift to those who are less economically privileged than yourself. However, for me the wheels come off when you then introduce the race angle. In absolute numbers in the UK there are far more poor white than non whites. Proportionally probably not
And of course when I die I will be giving a chunk of my wealth away anyhow to the government of the day as Inheritance Tax

Nice idea. We have a small villa in lanzarote that we are going to escape to for a wee while. Not in a rush to go but thinking of spending the cold winter months out there from now on.
