If there is no existing law which allows the action, ergo there is also no law which prohibits the action, so how can he have broken a law which doesn’t exist, and no they are clearly not the same thing, because if they were it wouldn’t be unlawful it would be breaking the law.There is a slight semantic difference in that ''unlawfull'' means either not authorized or that there is no existing law which allows the action - whereas ''breaking the law'' means knowingly going against an existing law. Essentially they are the same thing ie. not living according to the law. In either case Bojo still believes he is above such matters of detail - or worse he does not acknowledge the separation of powers essential to any democracy.
