The guilty guys are the authorities not Gatlin. All he has done is play by the book, bend the rules, served his bans, and had them reduced so the fault doesn't really lie with him. The people who really deserve your angst are the authorities for allowing him to participate again.
As for the Russians it is I suspect deeply embedded in their culture and in their view PEDs are taken to perform better and not seen as cheating. 3 years ago I was teaching English in Yekaterinburg. One of the teachers was a former weightlifter. He suffered an injury and so ceased competition, with the resulting loss of bulk. During my time there he was talking his medicine again to resume competing again. Look at Sharapova who was taking medication that was legal until the start of the year. I am sure she was not taking the stuff to gain an advantage over an opponent. As we saw, she was blitzed by Queen Serena. So that is the mindset to overcome. How the Russians will deal with it, I don't know. But with squeaky clean Seb Coe, I suspect a blanket ban for the Russians and other nations who fall foul of Saint Seb!!!
