You appear to be confusing the standard bans that are given out for violent conduct etc with something like this which doesn't carry an automatic ban because it is not expected to be part and parcel of professional football.
It would be a sad day if there was automatic bans in place for biting an opponent! What next, bans in place for having a dump in the centre circle or ****ing and throwing it at an official...just in case there is a **** around who may do it!!
If he's already had a 7 and 10 match ban for this offence and still not learnt, the authorities have to sit down and determine what sanction is appropriate to act as a deterent in the future as well as a punishment. Whilst it is ultimately a different footballing body to before, 10 games should really be the starting point. In my view 10 games would not be remotely sufficient.

As far as Suarez goes, I can see both sides.
There are far more dangerous things people have done on the pitch and gotten less punishment, which seems ******ed BUT.....
the point still stands, in sport, at least in the days before the players and fans were slack jawed ***gots who spent all their time discussing whose club has the best finances, things like punching, kicking, and fisticuffs were a common occurence.
Its boys being boys....and the FA act accordingly and the player gets a ban for a few games. I know its easy to say that when peoples careers could be at stake, but there has always been fisticuffs and spats in football since its inception....you get 22 guys in a field playing a physical sport and eventually its going to happen.....

It's violent conduct though ain't it. It should be treated as such, if 2 or 3 times gets you a longer ban so should elbowing and kicking and punching. That's my only disagreement. Lets have some common sense here.
