Well of course, there's always the player involved. But Levy has a long track record of selling, presumably because his players want to go on to bigger things. I think he is seen as a Chairman who is swayed by the chequebook
To an extent, every player has his price - even Messi. But, in general, Levy has only ever sold a marquee player when given no choice

The Poch effect is to pick the right players and build them into a team. He did that successfully at Saints and he's doing it at Spurs. That's the 'Poch effect'

I don't think all of the players Levy sold for a handsome profit refused to play for Spurs. If they're under contract technically they can't. The difference between Levy and other Chairmen who don't put profit above everything else is that he weighs up when is the best time to cash in on a player instead of when is the best time for the club to let a player move on. If he thinks he can get £50million for a player one summer but potentially only £35million for him the next summer due to contracts running down, form etc then he will take the £50million. He's 100% a businessman who had no background in football when Joe Lewis bought Spurs and put Levy in charge to oversee his investment.
Everton took a risk with Stones. They were offered big money for him but decided that they weren't selling regardless. If he'd had a stinker of a season or got injured then that £40million becomes £25million. Levy wouldn't take that risk.
