OK who was as bad as HRT. they lasted about 3 seasons. All the teams I can think of lasted 2 unless Lotus/Caterham?
Officially Caterham is the other one, if you treat them as a separate entity from Lotus.
Jasper has put Theodore out as a guess, so for a bonus point, outside of the recent disaster cases that came onto the grid since 2010, who would have been the team with most starts but no points?

since 2019? Erm.... Will it be Scuderia El_Bando Racing? (They bought out Ferrari after they left because of enginerage-gate) They made it to 4 seasons thanks to funding from North Korea/Trump but didnt score a single point. A particular highlight of the team was when they tried to get around the halo weight issue by replacing it with a thong but drivers Ide and Inoue Jr found it too distracting losing them about 4/5 seconds per lap

Unfortunately they couldn't miniaturise an engine to make is small enough to fit into an F1 car, so everyone just ignored them as usual.
