You're in no position to negotiate from the outside. What Cameron should have done is come clean. Tell the public, 'I've done my best to negotiate what I think is best for the country, but this is the best I can do'
If European leaders had not been so sure of Cameron's fidelity, and of his assurances that he would secure a remain vote, they might well have been a bit more flexible.
