Since when was it just accepted/allowed and actively reported that clubs had agreed personal terms with players when the selling club weren’t accepting bids

This used to be “tapping up” and whilst it obviously still went on, it was in secret, and if caught red handed there’d be fines and charges from the authorities

Yeah, spot on. I nearly replied on that tweet with that exact comment. It's all back to front and nowt gets done.
