There are people on here who know a lot more about how transfer business works than me, but it seems very unsurprising that we (and most other clubs) haven't done much yet. Isn't it the case that the only players available so far would be free agents or those whose clubs have agreed to pay off or terminate their contracts? Everyone else (I think) has contracts running to 30 June so wouldn't be able to sign till after that. Of course (and this may come as a huge surprise), I could be talking absolute bollocks.
Clubs and players can negotiate and agree to deals outside transfer windows. Bristol City for example had bids accepted and agreed terms with players before the window officially opened.
No. A club can put in a formal bid outside the transfer window and if the other club accepts, they give permission for the bidding club to discuss personal terms with the player.
I'm sure in that interview Tan said they was keeping two places back for near the end of the window just in case.
