Hull City are unlikely to pursue their initial interest in Oldham Athletic youngster George Edmundson after seeing increased competition for the centre-back ramp up his price tag. Edmundson had been identified as a potential target this summer following an impressive season in League Two, with City scouting the 21-year-old regularly since the turn of the year. Sources in the north-west have suggested that the Tigers were willing to pay out a six-figure sum to land Edmundson but Oldham’s demands for a £500,000 fee are expected to halt City’s pursuit. £500k is too big a fee for us eh? Looks like it's pretty much free agents only.
As you say it looks like free agents or loans only. Even with free agents, any player worth his salt is usually able to command a better deal for himself, as there is no transfer fee involved. Therefore these free agents are basically out of the equation also.

I'm not so sure it is, this recruitment department seems to have signed players that the manager or first team coach was not fully in agreement with.
