No, I think it was the banned user who Fran has removed from her ignore list. As far as I am aware JoeyB has not been banned. So anyone winding Fran up may get dis-enFRANchised!!!! 
If it's who I think it is, there's about 100+ to choose from. Once you've seen one though, you've seen them all.
