It's a control mechanism to stop the EU passing laws in excess of its authority under the treaty. You can only have a sovereign parliament that controls its own business in a nation state.
 
Loved it when Saxton the Hutt, when I clicked on an article he linked and the contents of the article completely contradicted the article title, admitted that he doesn't even read the articles he links, his eyes are just drawn to the flashy headline, and the two or three bullet points underneath it.

All amendment to EU laws have to be accepted by the commission, they cannot be rolled out without their say.

So, the actual part of the EU that is directly lobbied to, has the control.

As with all such institutions there are internal politics and factions. Back scratching and so on which happens in each member state too, but we vote for the party on power, or parties per country, where as with the EU, UK citizens have no power to affect the EU parliament, it would require the alignment of the majority of citizens in all member states to try take control of matters, once every 4 years.

Yeah.. not going to happen

So the President is apolitical and is concerned with the EU as a whole.

The president is concerned with maintaining the EU hegemony over individual states and their wishes, aided by his commission who are sworn to EU first and their own nation second by their oath of office.
