All amendment to EU laws have to be accepted by the commission, they cannot be rolled out without their say. So, the actual part of the EU that is directly lobbied to, has the control. As with all such institutions there are internal politics and factions. Back scratching and so on which happens in each member state too, but we vote for the party on power, or parties per country, where as with the EU, UK citizens have no power to affect the EU parliament, it would require the alignment of the majority of citizens in all member states to try take control of matters, once every 4 years. Yeah.. not going to happen
