There was a few for new members before. And if they don't then we could all just cancel at the end of each season, and then buy one under a different name each year
Also the new membership scheme terms and conditions applicable from 1st July still make mention of one (para 4.1)

They might choose not to apply one of course, but they have certainly given themselves the option of charging one and I haven't seen them say they won't?

From the new brochure...

New Members

There will be no fee for first time Members.

If joining between the 1st and 14th of the month, Members will pay the remainder of that month and their direct debit will start the following month.

If joining between the 15th and end of the month, Members will pay the remainder of the current month plus the next month upfront and their direct debit will start the following month.

I can't imagine that the club is acting legally if it goes through with this penalty charge. If I end an arrangement with a provider, they can't then charge me extra when I start a new arrangement a few months later, compared to someone who.never had a previous arrangement. I can't think of an example where that could happen (gym, energy supplier, mobile phone contract, netflix, transport season ticket, etc, etc).

You mean other than in the Terms and Conditions, which you agree to, if you sign up?

But not for ever more, that's the point. The old terms defined an entry payment that may or may not be charged at a point in time. Not an entry payment that discriminates against past customers. It's bizarre and I can't see how it is enforceable in law.

I haven't personally ended my membership. But if I had, I can't see any legal way that they can discriminate against me if I rejoin, because the old contract has now expired.
