Whatever it is, being obvious is not it. Awarding penalties encourages diving in the box and 'professional' play. The only answer is what I thought you were advocating. Enforce the rules consistently.No (obviously) .

So you are suggesting that there is a blueprint for changing what is happening in the PL. As we can see from European football there are different instructions to their refs from those of the PL.The penalties were awarded against defenders
engaging in Judo (literally in some cases) .
The refs enforced the edict consistently, and
teams in the group stage soon got the message.
