Hamburg are one of the biggest clubs in Germany, frequently filling the 57,000 capacity Volksparkstadion.
They were relegated for the first time in 17/18 and have narrowly missed out on promotion every year.
This season they've finished 4th, missing out on the promotion play-off which 3rd place would provide.

To make things worse the top 2 are St Pauli and Holsten Kiel, their two nearest neighbours.
They both go up automatically. Here's the St Pauli fans in the street before their latest game:

We don't actually know what some of these clubs have been spending, either.
