Clubs could not have made provision for events they could not have foreseen. Clubs were forced to borrow money and projected revenues from activities such as outgoing transfers did not materialise. Some allowances should have been made. Even if the breach is made out, there must be a lot of mitigation justifying a much lesser punishment.
This was one breach. City face 115 charges. What points deduction will those merit?
