You're right, but since they last won the league, they have finished 7th, 4th, 5th, 6th, 2nd and now they will be 5th or 6th again. They haven't competed in the league or CL since Fergie was there, they are dropping in and out of the Champions League/Europa League spots, there have been well-documented issues both on and off the pitch, and now there is even more competition at the top of the table.
They are literally living proof that it's no good being a huge commercial powerhouse if you don't have a proper strategy and you don't invest wisely.
They will never have that period of dominance again. So if their league positions continue to fluctuate as wildly as they have been, it will not be sustainable.

Everyone with a meaningful role has to perform - from the owners to senior management to the manager and the coaching staff to the players.United should be competing with Real Madrid and Barcelona to be the most important club in the world. They've got that level of income and worldwide support. Right now, they're nowhere near them. In terms of being a footballing super power, Juventus are arguably equal with them currently and Bayern Munich must be getting a lot closer.
The two Spanish giants are developing their stadiums and are going to seriously invest in premium young talent this summer. United have a dodgy roof on an ageing stadium and a recent record of buying the wrong players at premium prices. It's hard to see Solskjaer out-muscling the other big boys for someone like de Ligt, who they could dearly do with.

Utd presently don't have a joined up strategy for how the club should operate.
There is nobody keeping a proper rein on the purse strings.
Nobody is identifying how players should be recruited and what the pay structure is.
There is no plan about how to develop young players and progress them through the ranks.
There was no plan to appoint a manager with a vision for the club and a blueprint for success (why allow Liverpool to get Klopp?). SAF needed to be succeeded by someone of similar stature.
There has been a knee jerk reaction to transfer policy. Players have not been recruited who have either the ability/quality or diligence/determination to succeed at the level required.
There is only so long that the club can rely on past glories to maintain popularity and therefore income streams.
Soon association with Manchester Utd will be identified as failure.
