My water bill’s only about £1/cubic meter and usage is about 60cu m/quarter. Are you sure you’ve got a hot water leak- perhaps you’ve just got “stealth” under-floor heating and no damp course
Can't remember the exact details but a mate of mine bought a house years ago and it was damp, Ended up a brick shell, no plaster and the roof tiles visible from the ground floor The previous owner had run a waste pipe into what he thought was another but was a vent for the suspended ground floor. Something like . My neighbour having bought the bungalow had extensive work done including extension and under floor heating. Not long after the heating leaked and they had to dig his kitchen/extension floor up of expensive tiles to find it Good luck with the move
