Not Germany. A clue is that before 1974 even the winning nation only played 6 matches in the finals. So, 1974 or later. When the Germans won it in 1974 they lost one of their group games 0-1. The country I'm thinking of didn't actually win the title.

In 1958 there were only 16 competing nations in the World Cup finals and therefore (unless a group playoff was involved) a team only needed 6 matches for a top 4 placing, 3 group matches and 3 K.O. round matches - this format changed from 1974. Having said that, part of your answer is right - but I need the rest ie. when and where.

France won seven consecutive games in the 1998 series in France, if you count a golden goal win in extra time, but they actually won the title.

A little bit earlier than that BB. Also, the strange thing about this is that the sequence I'm thinking of included 3 defeats but nonetheless they scored in all 7 matches at the finals - the first country to do so.
