Which two football clubs, drawn against each in the first round of a major cup competition, both progressed to the next round in spite of neither winning their tie, penalty shootout or toss of a coin?

First Round (1871-72): When Hitchin FC and Crystal Palace played their first-round tie on November 11, 1871, the match ended in a draw (scoreless). At that time, the rules regarding drawn matches were still developing and not strictly defined for all scenarios. The Football Association (FA) decided that both clubs should progress to the second round.

Not the tie I'm looking for - which twice ended in a scoreless draw. Also in a different country's cup competition.
The name of one of the teams suggested a military connection.

Hearts and the 3rd Edinburgh Rifle Volunteers F.C. ?
Yes - first round of the 1875/76 Scottish Cup. The SFA decided that both sides should progress to the second round after two the 0-0 draws as no provision had been made for such an event. Hearts were knocked out in the second round - 3rd Edinburgh RVs (who later changed their name to Third Lanark) reached the final, where they lost to Queens Park after a replay.
One interesting snippet from that season was that it was the first time that teams changed ends at half time rather than after each goal. Presumably they never changed ends in a 0-0 draw.
