The Foot-Ball Club of Edinburgh was founded in 1824 - and a set of rules was found written on the back of the club's budget statement for 1833 - thought to be the earliest written rules of football.

As usual, you have found a better answer than the one I was expecting ! Bah ! I'll give it to you. My answer was 'The Cambridge rules' originally believed to be1848, but then an earlier version dated 1838 was , I thought, the earliest version.
