It's obviously 'The Thinker' by Rodin - or one of the many copies of it. If it is in a capital city then is it in the garden of the Musee Rodin in Paris ? I have no idea what may be under it.

Coming down to despairing guesses here - East Berlin still has the biggest concentration of gas street lamps in the World, so did the rest of these disappear to other countries, maybe for nostalgic reasons ?
