It's obviously 'The Thinker' by Rodin - or one of the many copies of it. If it is in a capital city then is it in the garden of the Musee Rodin in Paris ? I have no idea what may be under it.
 
Meudon I guess as you can see a building in the distance that I noticed yesterday when watching the Tour.

yes you are right. I never realised about Meudon as his home until we were in Paris 10 days ago and we went to Meudon after visiting the museum. There were only half a dozen people there..... He used to go every day from Meudon to his workshops which were in what is now the museum.

No, no and no. I guess that mine and colognes are different to Yorkies and BBs, but we are all covered by one.
 
Coming down to despairing guesses here - East Berlin still has the biggest concentration of gas street lamps in the World, so did the rest of these disappear to other countries, maybe for nostalgic reasons ?
 
Possibly telephone cables. I think they decided to go through the ether completely whilst upgrading the system.
