I don't have any economic chops, but this tariff stuff isn't looking to clever right now, on the face of it.

I watched a shortish video with a Canadian woman who could become the next Prime Minister of Canada and she is talking in terms of hitting the USSA with tariffs that target industries in the states that are most supportive of Trump. She understands that tariffs mean higher prices for the consumer but I think she feels that the Canadian people boycotting American goods will damage the American economy more.
She specifically mentioned a 100% tariff on Tesla.
