Can you provide a link to this promise?
Removing the VAT exemption on private school fees was always Labour policy, so bringing it forward from the intended start date, if that’s what’s happened, shouldn’t really come as a shock to anyone.
I had a Quick Look and can’t find it, it may now be behind a paywall on the Times and I don’t subscribe. But I seem to recall reading it the week prior to the GE, I immediately text my wife to tell her about it.

Hi All,
Last night, Shadow Chancellor Rachel Reeves told executives at The Times CEO Summit that Labour would delay school fee VAT until September 2025, at the earliest. Labour insiders added that Ms Reeves would seek advice from government officials if she becomes Chancellor, before setting a final date.
