Steve McClaren says he hopes to bring in some experienced players on loan to bolster his QPR side after their opening-day defeat at Preston.
Alan Browne's second-half looping header at the back post was the difference between the sides as Rangers struggled for possession and shots.
The club face a transfer embargo in January and agreed a settlement worth almost £42mwith the EFL last month after breaking Financial Fair Play rules.
"It's difficult to purchase anybody, so the transfer window is really ineffective for us, but the loan market can be very important," former England manager McClaren told BBC Radio London.
"We're looking to strengthen the team and probably bring in a bit more experience because we've got talented youngsters.
"We've brought one player in and lost four or five from last season, so in terms of strength we are not where we want to be."
Former Derby boss McClaren - who has now won just one of his past 11 games as a manager of an English second-tier side - has until Thursday to bring in permanent signings and will be unable to add any more players until next summer after the loan deadline passes at the end of the month.
