If the away support justified it and there wasn't the demand from home fans they are willing to give away fans the whole away Leppings Labe End but the police decide no, as mentioned in the article regarding the Newcastle game. If there are home fans in the lower tier then the police enforce the 2,000 limit for away fans and you have the front rows of the upper tier empty so no one can lob anything over. Which was why Huddersfield only got 2,000 tickets last night when they could have sold more. If the front rows of the upper tier had been allowed to be occupied it would have been virtually a capacity crowd.
