I dont get this line:

The next step will see reinforcement work begin next week with artificial turf fibres set to be installed which will help to make the new playing surface even more stable.

The pitch already had artificial fibres woven into it so why does it make it more stable?

It's a new pitch, the old one was dug up.
 
with Hull City’s first game on the new surface set to be the UEFA Europa League Qualifier on either Thursday 31st July or Thursday 7th August.
